2011 PAC Handbook agreed and published

A Personnel Advisory Committee (PAC) must be established in each school. The PAC is fundamental to ensuring effective staff consultation occurs within schools and is a key forum which contributes positively to decision making processes on matters pertaining to human resource management.

Clauses 1.9, 3.2 and 4.7 of the South Australian Education Staff (Government Preschools and Schools) Arbitrated Enterprise Bargaining Award 2010 (“the Arbitrated Enterprise Bargaining Award”) outline the role and purpose of Unions in relation to informing employees of their rights and responsibilities.

The role of the PAC is embodied in the Arbitrated Enterprise Bargaining Award at clause 3.3. Nothing in this clause, including the development of a Human Resource Profile for the school, shall affect the rights of employees under other clauses of the Arbitrated Enterprise Bargaining Award. This clause outlines specific procedures for the PAC’s involvement in dealing with staff deployment, excessive workload concerns, as well as the management of a staff profile, classifications and grievances. In the exercise of any of its functions provided for by the Arbitrated Enterprise Bargaining Award, the PAC will have regard to the Personnel Advisory Committee Handbook.

Where the AEU and DECS agree to changes from time to time to the PAC Handbook, the terms of each change will apply and the PAC Handbook will be amended accordingly. Where the PSA, AEU and DECS agree to changes from time to time to the PAC Handbook insofar as the PAC Handbook deals only with SSOs, the terms of each change will apply and the PAC Handbook will be amended accordingly.

In every school the effective operation of the PAC is dependent on the engagement of all relevant staff in consultation processes that inform decision making within the committee.

The Personnel Advisory Committee Implementation Guidelines provide operational and functional guidance for the role of the PAC in schools.

IMPORTANT: Members who have not previously completed PAC Training will need to register for "Full" training. Those who have completed the training in the past will need to register for a training "Update".
